A 54-year-old Elk City man has been charged with kidnapping, abuse of a vulnerable adult and possession of meth.
On February 22, a call for service was made to the Elk City Police Department to the Elk Creek RV Park.
The affidavit states that there was a “subject inside crying to get out.”
After ECPD arrived, the alleged victim was reportedly “weak, confused, and lacked strength.”
Details within the affidavit are being omitted in order to protect the alleged victim.
Edward James Garrett allegedly told police that he locked the alleged victim into the trailer for “her own good” while he was working in Texas.
Garrett allegedly “admitted” to police that the alleged victim would perish if a fire would have broken out while being locked inside the camper.
